Educating individuals on water safety is a cop-out. We must engineer safer aquatic environments.

The annual hand-wringing over water safety campaigns is tiresome. Blaming victims for drowning by demanding they "learn to swim" absolves authorities of their duty. We must design safer public access to water, implement effective barriers, and mandate proper supervision. Anything less is negligence masked as personal responsibility. Why are we still having this conversation every summer?

Individual water safety education empowers people to make informed decisions and reduces preventable accidents. It is a vital component of public health.
